Counseling as such will remain a two round process only. Regarding the vacant seats, there would not be a chance once the admission confirmation is done. The students who took admission under 15% quota seats will not be allowed to participate in any other counseling process done by different states. The students who confirm their admissions with Deemed universities in the second round of counseling in NEET will not be allowed to participate in any other counseling.
To determine the number of left over seats, the State governments will also conduct a round of manual counseling. The government will then forward a merit list after this round of counseling and when a vacancy may arise, the seat will be filled from this list as per the order of merit.
Please note that the SC order will not be applicable to Andhra Pradesh, Telangana and Jammu and Kashmir and these states will not be participating in the common counseling process for central pool of All India Quota seats. They will only be conducting counseling for 100% state quota seats.
